How a pay commission revises your pay

- New basic: current basic × fitment factor.
- DA resets to zero, because the factor absorbs it.
- Your real raise: new basic minus today's basic + DA.

Common questions
Are pay commission arrears taxable?
Yes, as salary in the year you get them. Relief is available if they push you into a higher slab.
How do I claim relief on arrears?
File Form 10E (Form 39 from tax year 2026-27) on the e-filing portal before your return.
What is the 8th Pay Commission fitment factor?
It hasn't been decided. The commission was set up on 3 November 2025 and has 18 months to make its recommendations. The 7th Pay Commission used 2.57.
How is the new basic pay worked out?
Current basic × fitment factor, then fitted into the new pay matrix. Dearness allowance starts again from zero, because the factor absorbs it.
Why is my raise smaller than the fitment factor suggests?
Because you lose today's DA. With DA at 58%, a factor of 1.58 only matches your current pay; the raise is what's above that.
Who heads the 8th Pay Commission?
Justice Ranjana Prakash Desai, with Prof. Pulak Ghosh as part-time member and Pankaj Jain as member-secretary.
When will the 8th Pay Commission apply?
The government decides after the commission reports. The 7th Pay Commission applied from 1 January 2016.
Are the arrears taxable?
Yes, as salary in the year you receive them. You can claim relief if they push you into a higher slab, by filing Form 10E (Form 39 from tax year 2026-27).
