In the new regime, interest on a home you live in doesn't cut tax, so part payments are purely an interest saving.
Do part payments count for 80C?
Yes, in the old regime, within the ₹1.5 lakh limit along with your other 80C items.

How do part payments save interest?
Each one cuts the balance that interest is charged on. With the EMI unchanged, the loan finishes sooner and you pay less interest overall.
How much does ₹1 lakh a year save?
On a ₹50 lakh, 20-year loan at 8.5%, about ₹18.6 lakh of interest, and the loan ends 6 years sooner.
Are there charges for part payment?
Not on floating-rate home loans taken by individuals, under RBI rules.
Should I start early?
Yes. Part payments in the first years save the most, because that's when the balance and the interest are highest.
Should I raise my part payment each year?
If your salary rises, raising the part payment by a few percent a year shortens the loan much further.
Part payment or a bigger EMI?
Both cut interest. A higher EMI is automatic; a yearly part payment is flexible if your bonus varies.
